Balcony and podium deck leaks in strata buildings

The short answer

Almost every balcony leak traces to one of five defects — a membrane that stops short at the upturn, a failed or missing puddle flange at the drain, balustrade or awning fixings drilled through the membrane, a movement joint that was tiled straight over, or a door threshold set too low. The water shows on the soffit or in the unit below because it runs along the top of the membrane until it finds a penetration. Finding which one it is takes a staged flood test with moisture mapping, not a guess and a tube of silicone.

Balconies are the single most common source of water ingress complaints in multi-residential buildings, and for a straightforward reason: a balcony is an external, trafficked, tiled surface directly above habitable space, built with a waterproof membrane hidden under everything that can wear it out.

When one leaks, the water rarely announces where it came from. It appears on the ceiling of the unit below, on the soffit outside, or as efflorescence weeping from the slab edge — often at the other end of the building.

The five defects behind almost every balcony leak

1. The membrane stops short at the upturn. Waterproofing has to turn up the wall behind the tiles and terminate above the finished surface level. Where it stops too low — or was never dressed properly into the wall junction — water tracks behind it the moment the balcony ponds even slightly. This is the most common single cause, and it is invisible once tiling is complete.

2. The drain outlet was never properly connected. A puddle flange is the collar that bonds the membrane to the drain body so water reaching the membrane can actually leave. Where one was omitted, incorrectly bedded, or has corroded, water reaches the drain, runs past it, and enters the slab at the exact point where the slab was penetrated. On older buildings this is the second most common finding.

3. Something has been drilled through the membrane. Balustrade base plates, privacy screens, awnings, planter fixings, clothes-line brackets, air conditioning brackets. Each is a hole through a waterproof layer, and the sealant around it has a service life measured in years, not decades. Balustrade fixings are especially unforgiving because they are also carrying load and moving.

4. A movement joint was tiled straight over. Concrete moves. So do tiles, at a different rate. Where the expansion and control joints in a slab were not carried up through the tile bed and grout, the tiles crack in a straight line across the balcony, and water uses that crack as an entry point. A crack that runs dead straight and parallel to a building line is almost never random.

5. The door threshold is set too low. Australian practice requires a step-down or an adequate drainage detail at the threshold between a balcony and internal floor. Where a balcony was tiled and re-tiled, that step-down gets reduced each time until wind-driven rain simply runs indoors. This one is easy to identify and expensive to fix properly.

Why the water appears where it does

Under the tiles, a balcony is essentially a shallow tray. Water that gets past the tile surface — and tiles and grout are not waterproof; they were never intended to be — collects on top of the membrane and runs to the lowest point it can find.

If that point is a functioning drain, nothing happens and the system is working exactly as designed. If it is a penetration, a failed upturn or a slab edge, the water leaves the tray and enters the structure.

From there it follows the slab. That is why the stain in the unit below is so often not directly beneath the wet part of the balcony above, and why the balcony that leaks is sometimes not the one immediately overhead. Water shows up where it stops moving, not where it got in.

How a balcony leak is actually investigated

The aim is to identify which of the defects above is responsible, without removing tiles to find out.

Baseline the moisture first. Before any water is introduced, the affected ceiling and slab soffit are surveyed with infrared thermography and moisture mapping. This records what is already wet and how far it extends — without a baseline, the results of every subsequent test are ambiguous.

Flood test in stages, not all at once. The drain is plugged and the balcony held under water for a set period while the ceiling below is monitored. If moisture increases, water is entering through the deck surface or the upturn. If it does not, the deck is sound and attention moves to the drain, the threshold or the façade above.

Test the drain separately. With the deck ruled in or out, the drain is filled and monitored on its own. A puddle flange failure shows as moisture appearing tightly around the drain penetration and nowhere else.

Spray-test the façade and threshold. Wind-driven rain enters differently from standing water. Directional spray testing of the door threshold, the balustrade fixings and the wall above reproduces that, one element at a time.

Inspect the underside and the fixings at close range. On a high-rise this means rope access to the soffit and the balustrade fixings — a technician's hands on the actual detail, photographing what a survey from the ground cannot resolve.

Map moisture at depth, not at the surface. Whether the water is sitting in the tile bed, the screed or the slab decides whether the repair is a localised one or a full strip and re-membrane. Microwave moisture mapping reads it layer by layer without breaking anything open.

The output is a report that names the defect, shows the moisture distribution that supports the conclusion, and defines a repair scope a committee can actually put to a vote.

The question everyone asks: who pays?

In Queensland, whether a balcony repair is the body corporate's responsibility or the lot owner's turns on where the boundary of the lot sits, what the plan and any by-laws say, and which regulation module the scheme is registered under. As a very general pattern:

  • The structural slab and the waterproofing membrane within it are typically common property, which usually places them with the body corporate.
  • Finishes inside the lot boundary — tiles, sealant, paint — are more often the owner's.
  • Fixtures added by an owner — a screen, an awning, an air-conditioning bracket — are usually the owner's responsibility, including any water entering through the holes they made. This is why identifying a balustrade or bracket penetration as the source matters so much financially.

That is a generalisation, not advice on your scheme. The boundary is set by the registered plan and the Body Corporate and Community Management Act 1997 module that applies, and a strata lawyer or your body corporate manager is the right person to interpret it. What we can do is establish, with evidence, what is leaking and from where — which is invariably the fact everything else hinges on, and the one nobody has when the argument starts.

Repairing it once

Finding the leak is half the job. Is my pool leaking, or is it just evaporation?

Run the bucket test. Fill a bucket with pool water, stand it on a step so it is partly submerged, mark the water level inside and outside, switch the pump and auto-fill off, and leave it 24 hours. Evaporation affects both levels equally — so if the pool drops more than the bucket, you have a leak. As a rule of thumb, losing more than about 5 mm a day beyond what the bucket loses is worth investigating, and anything over 25 mm a day is a significant leak.

Thermal imaging, moisture meters and microwave mapping — what each one actually detects

An infrared camera does not measure moisture at all — it measures surface temperature and infers moisture from evaporative cooling, which makes it excellent for finding where to look and unreliable for confirming what is there. A pin or pinless moisture meter measures electrical properties at or just under the surface, and is affected by salts, density and finish. Microwave reflection moisture mapping measures water content through the build-up, to depths up to around 300 mm, largely independently of the material. Used together they answer three different questions: where, how much, and how deep.

Why a leak shows up in a different place from where it starts

Water entering a building follows the path of least resistance, not the shortest one. It runs along the top of a slab, down the inside face of a stud, across a suspended ceiling, or along a service penetration until something stops it — and that is where it becomes visible. The stain marks the end of the journey, not the beginning. This is why repairs based on the visible damp patch so often fail: the defect is somewhere else entirely, and the only reliable way to find it is to map the moisture through the build-up and work backwards to a source.
